Simple pressure vessels Simple pressure vessels are defined as serially produced, welded vessels subjected to an internal gauge pressure greater than 0.5 bar. They are designed to contain air or nitrogen, but not intended for exposure to flame. In addition, these products are subject to other restrictions in relation to their properties: • the parts and assemblies contributing to the strength of the vessel under pressure shall be made either of non-alloy quality steel or of non-alloy aluminium or non-age hardening aluminium alloys; • the vessel shall be made of either: • a cylindrical part of circular cross-section closed by inwardly dished and/or flat ends. These ends revolve around the same axis as the cylindrical part; • or of two dished ends revolving around the same axis; • the maximum working pressure of the vessel shall not exceed 30 bar and the product of that pressure and the capacity of the vessel (PS x V) shall not exceed 10,000 bar.l.; • the minimum working temperature must be no lower than -50°C and the maximum working temperature must not be higher than 300°C for steel and 100°C for aluminium or in aluminium alloy vessels. Laws and regulations The general safety requirements for pressure equipment are described in the, book IX on the Safety of products and services. Particularises and complements these provisions. It transposes into Belgian law the European directive 2014/29/EU of 26 February 2014 on the harmonisation of the laws of the Member States relating to the making available on the market of simple pressure vessels.

Directive 2014/29/EU is a recast of Directive 2009/105/EC whose requirements were the subject of the Royal Decree of 11 June 1990 (as amended by the decrees of 19 May 1992, 5 May 1995 and 6 December 2005), repealed on 20 April 2016, the date of entry into force of the new directive. The following simple pressure vessels are excluded from the scope of this Royal Decree: • devices specifically designed for nuclear use, the failure of which may cause an emission of radioactivity; • vessels specifically intended for installation in or the propulsion of ships and aircraft; • fire extinguishers. Pressure vessels placed on the market before 20 April 2016 Simple pressure vessels covered by the decree of 11 June 1990 that comply with this Decree and were placed on the market before 20 April 2016, may continue to be made available on the market and/or put into service. Certificates issued by bodies notified in accordance with the decree of 11 June 1990 are valid.

Testing of serially produced vessels is dealt with by two methods: the first one is a progressive reduction of the amount of examination of each vessel, the second one is a complete testing of a vessel at the beginning and the end of the shift. Obligations of the economic operators The new regulation introduces new obligations for all economic operators involved in the marketing chain of simple pressure vessels, in order to increase the responsibility of each player in the safety of the products and to ensure better cooperation with the monitoring authorities, whether Belgian or foreign. Thus, all operators are concerned, they should take appropriate measures to avoid placing a non-compliant simple pressure vessel on the market and must ensure traceability of the pressure vessels supply chain.
